APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Korean Service
Medal (KSM), the United Nations Service Medal, and any other
medals he may be eligible to receive.

APPLICANT CONTENDS THAT:
While serving at Clark Field, Philippines he helped 581st ARC
Wing build engine test racks and assisted with other projects to
aid them in accomplishing their mission. He also served for two
weeks at Tachacowa Air Base, Japan.

STATEMENT OF FACTS:
The applicants military records were apparently destroyed in
1973 by fire at the National Personnel Records Center (NPRC).
According to available records, the applicant served on active
duty from 27 Mar 51 through 28 Jan 55.
The KSM)] is awarded to service members who participated in
operations in the Korean area between 27 Jun 50 through
27 Jul 54.
The United Nations Service Medal (Korea) is awarded to service
members who participated in the United Nations action in Korea
and who are also eligible for the KSM.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of
the Air Force, which is attached at Exhibit C.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial indicating there is no evidence of
an error or injustice. There is no official documentation in
the applicants military records to verify he served in an area
of eligibility (AOE) for award of the KSM or the United Nations
Service Medal. Furthermore, there is no evidence the applicant
participated in the United Nations action in Korea for award of
the United Nations Service Medal.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 20 May 14 for review and comment within 30 days
(Exhibit D). As of this date, no response has been received by
this office.

FINDINGS AND CONCLUSIONS OF THE BOARD:
After careful consideration of applicants request and the
available evidence of record, we find the application untimely.
Applicant did not file within three years after the alleged
error or injustice was discovered as required by Title 10,
United States Code, Section 1552 and Air Force Instruction
36-2603. Applicant has not shown a plausible reason for the
delay in filing, and we are not persuaded that the record raises
issues of error or injustice which require resolution on the
merits. Thus, we cannot conclude it would be in the interest of
justice to excuse the applicants failure to file in a timely
manner.

THE BOARD DETERMINES THAT:
The application was not timely filed and it would not be in the
interest of justice to waive the untimeliness. It is the
decision of the Board, therefore, to reject the application as
untimely.
